Director's Desk - Special RC Meeting of CSIR-NML (English Version)

Abstract

The objective of this document is to redefine the vision and aims of CSIR-NML under current policy framework of GOI (notably Dehradun Declaration) and create a policy and implementation roadmap for this purpose. A copy of the Dehradun Declaration is included in the report. The emphasis is on spelling out of translational outcomes from research in short and medium term. For this purpose, separate questionnaires were designed for internal (scientists & technical officers of CSIR-NML) and external stakeholders (clients, well wishers, RC members, Experts in various areas etc.) and circulated to them soliciting their feedback. Copies of the questionnaire are included in the Annexure of this report. The questionnaire has essentially four components: PART A lays emphasis on Vision, Mission and Mandates. PART B focuses on the structure and constitution of our laboratory including human resources, research areas and constraints. PART C deals with planning for the future in terms of our core activities. PART D deals with our efforts on obtaining new business and redefining our business models. Conclusions are made based on the feedbacks received on this questionnaire. Around 120 internal staff and more than 15 external stakeholders responded to the questionnaire which has been analyzed. A separate SWOT analysis was earlier conducted based on groupings created by CSIR and the results of this SWOT analysis is also included. In order to provide a proper perspective, a data based analysis of the human resource competence and infrastructure mapping was also carried out and reported. A detailed income- expenditure profile under various budget heads over the past ten years was carried out and included in this report. These would be discussed in the forthcoming Special RC meeting and the final policy and roadmap document will be prepared. This document is also expected to provide directions and data for strategic decision making for the future leadership of CSIR-NML.
